What is Catholic Social Teaching—that oft-invoked phrase—anyway?

Is it its own distinct body and tradition of Catholic teaching and thought?

Or is it anything over and above Catholic moral doctrine—which includes exceptionless negative prohibitions as well as open-ended positive precepts—applied to civil society and the myriad situations contained therein that call for the prudential application of these moral principles?
